Ke'Mani's Law

SAFE HOUSE

Kei’Mani Latigue, a thirteen year old, deceased at the hands of a man alleged to be her father, has sparked a fire within the Toledo community. On March 18, 2025, Toledo Police officers responded to a call at 2920 Elm St., where a woman named Dorthy Latigue reported a missing juvenile, Kei’Mani Latigue. On March 24, 2025, detectives found her deceased at 1101 Miami St. Subsequently, a warrant for Murder was issued for the man claiming to be Kei’Mani’s father, Darnell Jones.

"If anyone causes one of these little ones who believe in me to stumble, it would be better for them to have a large millstone hung around their neck and to be drowned in the sea". This verse emphasizes the importance of protecting vulnerable children and warns against causing them harm.” Matthew 18:6

KeiMani cried out for help for years. Prior to her death, Kei’Mani had reached out to teachers and school officials due to the physical abuse, sexual abuse, and verbal abuse she was enduring. Kei’Mani even indicated to classmates she could possibly be pregnant. With bruises all over her body, multiple individuals reached out to Lucas County Children Services (LCCS) in a desperate attempt to protect her. To no avail, despite caseworkers visiting the home, she was not removed from Dorthy Latigue.

For five years her grandmother, a woman who lost her own children to the system, was given custody of Kei’Mani. Dorthy Latigue has a lengthy criminal history and many contacts with LCCS. If the correct safeguards were in place, Dorthy Latigue would have not had access to any children. Kei’Mani's cries were NOT brushed aside, but when people tried to do the right thing, they were all but ignored. There was nothing more that anyone could do, but there could've been, as well as there should have been.

Through prayer and petition, Kei’Mani’s death ignited an idea for change. Kei’Mani's Law yard signs will give children an actual place they can go to get away and not be lost or out on the street "missing". Designed to be at least a 48 hour safe space, until LCCS can find temporary to permanent placement for a child. Kei’Mani’s Law initiatives are outlined below:

--Kei’Mani's Law cuts through the red tape and saves precious time getting children              to safety. -

-- Kei’Mani's Law can be a global initiative led by OUR own city and state officials.-              --Kei’Mani's Law is designed to give a child a Beacon of hope in the worst possible                   moment in their life.

When you are blessed to imprint your mark on a child's life, do so in a way that you can be proud of. Teach a child manners and respect and teach them with love. Protect them as they go and grow through their daily lives. Nurture them and care for them when they are sick. Feed them when they hunger. I come to you begging to pass KeiMani's Law.
