Ke'Mani's Law

      Kei’Mani Latigue, a thirteen year old, deceased at the hands of a man alleged to be her father, has sparked a fire within the Toledo community. On March 18, 2025, Toledo Police officers responded to a call at 2920 Elm St., where a woman named Dorthy Latigue reported a missing juvenile, Kei’Mani Latigue. On March 24, 2025, detectives found her deceased at 1101 Miami St. Subsequently, a warrant for Murder was issued for the man claiming to be Kei’Mani’s father, Darnell Jones.  

     "If anyone causes one of these little ones who believe in me to stumble, it would be better for them to have a large millstone hung around their neck and to be drowned in the sea". This verse emphasizes the importance of protecting vulnerable children and warns against causing them harm.” Matthew 18:6

 KeiMani cried out for help for       years by reaching out to her teachers , friends and even school bus drivers , telling them of abuse, both sexual and physical and even telling them of a possible pregnancy.

In order for Dorthy Latigue to hide all of the abuse from authorities Kei'Mani was bounced from school to school every time the abuse allegations were reported to Children Services. Dorthy Latigue would get away with this, this way for years.

Dorthy Latigue also would force Kei’Mani to lie to children services to keep her from loosing custody of Kei’Mani which she had eventually gained in family court.

I have been told by LCCS that there had been no more reports that were received by investigators or law enforcement in nearly 12 months leading up to Kei'Mani's brutal murder and that there was no information about Darnell Jones Ogletree ever brought up in any of the previous reports. 

​Because of this there was nothing more that anyone could do, but there could've been, as well as there should have been.

Only time will tell if there were actual attempts to have LCCS intervene and if there were actual calls to the agency for recommendations to request for lawful removal of Kei'Mani for fear of her safety and well-being. Kei’Mani often told adults that she was scared to go home and that she DID in fact fear for her life.

During this on going investigation it is my prayer that the truth about what the teachers and staff did or tried to do comes out and whomever is responsible for not protecting Kei’Mani Latigue like they should have and could have be dealt with accordingly. 

Through prayer and petition, Kei’Mani’s death ignited an idea in me for change.

Because of this tragedy I have come up with a law initiative to form safe house's for run aways and endangered youth called "KeiMani's Law Safe House's" , which would strictly be on a volunteer only basis but the volunteers must be approved and vetted before becoming a safe house.  

Kei’Mani's Law Safe House yard signs will give children an actual place they can go to get away from situations such as the ones Kei’Mani had to go through for the last few years of her life  before it's too late.  And for children not be lost or out on the street "missing". 

The Safe House's are designed to be at least a 48 hour safe space, until LCCS or family can find temporary to permanent placement for a child. 

Kei’Mani’s Law initiatives are outlined below:

•-Kei’Mani's Law cuts through the red tape and saves precious time getting children to safety. -

•  Kei’Mani's Law can be a global initiative led by OUR own city and state officials.-                            -• Kei’Mani's Law is designed to give a child a beacon of hope in the worst possible moments in their life.

When you are blessed to imprint your mark on a child's life, do so in a way that you can be proud of. Teach a child manners and respect and teach them with love. Protect them as they grow and go through their daily lives. Nurture them and care for them when they are sick and feed them when they hunger.

I come to you begging you to pass KeiMani's Law.
